Purpose
To facilitate the new BOT+ offering, enabling charitable lottery licensees to link a raffle licence to a BOT licence and sell the games on a single ticket. The following Terms and Conditions will serve to bridge the gap between BOT and raffle Terms and Conditions where existing rules do not align and where a combined BOT/raffle charitable product requires unique parameters.
Regulatory Requirements
The Licensee must continue to comply with policies and procedures laid out in AGCO’s Lottery Licence Policy Manual and all Terms and Conditions related to the conduct and management of break open tickets, raffles and e-raffles:

In addition, the Licensee is obligated to follow the BOT+ Terms and Conditions set out below that apply only to the conduct and management of break open ticket and raffle charitable lottery schemes combined into a BOT+ offering. In the event that the below requirements contradict existing Terms and Conditions, the below requirements will take precedence.
Licences for BOT+ offerings are issued by the AGCO Registrar only.
Application Process
- The licensee must apply for both a BOT licence and a separate raffle (non-electronic or electronic) licence. Submission of the BOT licence application must precede submission of the raffle licence application.
- Prior to submitting a completed application, the licensee should disclose their intent to apply for the BOT+ offering to a member of the AGCO’s Licensing and Registration team.
- The BOT licence application should be submitted under the Break Open Ticket Licence (Provincial or BOT+) licence type.
BOT+ Terms and Conditions
1. General
1.1 All licences issued for use under the BOT+ offering must remain valid for the duration of the game as outlined in the licence application.
1.2 Permissible games are limited to the following game components:
- Instant win BOT
- Seal Card BOT
- Stub raffle
- 50/50 raffle
1.3 Progressive versions of the games outlined in term 1.2 are not permitted.
1.4 A BOT+ offering can include a maximum of three (3) distinct game components made up of at least one BOT game and one or two other games as outlined in term 1.2.
1.5 Separate fees will be paid for each licence as per existing fee rules and schedules for each game type.
1.6 Each game component must be assigned a ticket cost to be used when calculating prizes, expenses and proceeds.
Guidance: If a BOT+ ticket costs $10, the assigned cost of each component must add up to that total. For example, Instant Win BOT = $2, Seal Card BOT = $1, Stub Raffle = $7.
1.7 The cost assigned pursuant to term 1.6 of each game component must be made available to the public.
2. Staffing
2.1 The licensee must designate at least one (1) bona fide, active member in each location where BOT+ tickets are to be sold to be responsible for the conduct and management of the BOT+ ticket lottery, on behalf of the licensee.
2.2 The licensee must designate at least two (2) bona fide, active members to be present at all BOT+ in-person events connected to the BOT+ offering. These members must be responsible for the conduct and management of all BOT+ in-person events including the reveal of Seal Card results and raffle draws on behalf of the licensee.
2.3 The licensee may not pay “third party” ticket sellers to assist with the sale of tickets.
3. Conduct of the Event
3.1 The licensee may not begin the sale of a new deal of BOT+ tickets until all activities related to a previous deal have concluded.
3.2 Once the first ticket is sold, the licensee must complete all components of the BOT+ offering and award the prize(s) on the dates indicated on the licence, whether or not all tickets have been sold.
3.3 Seal Card BOT
3.3.1 The Seal Card must be posted at a place of sale of the BOT+ offering.
3.3.2 The Seal Card posted location must be specifically identified in each of the following places:
- the licence;
- the BOT+ ticket; and
- outlined in the Rules of Play.
3.3.3 Reveal of the Seal Card results must occur at an in-person event where ticket purchasers are given the opportunity to attend. The in-person event does not have to occur during a licensed bingo event.
3.3.4 Reveal of the Seal Card BOT results shall occur on the date printed on the ticket.
3.3.5 The licensee must have a process in place to communicate Seal Card BOT results to ticket purchasers not in attendance during the in-person event.
3.3.6 At the time of purchase, the licensee must clearly communicate to the purchaser the time, date and location of the in-person event where Seal Card results will be revealed, the purchaser’s option to attend the in-person event, and the means by which ticket purchasers may verify the Seal Card results if the ticket purchaser is not present at the in-person event.
4. Ticket Requirements
4.1 All game components of the BOT+ offering must be combined on a single ticket.
4.2 Game components of a BOT+ offering must not be separated for the purpose of being sold individually.
4.3 Each game component of the ticket must follow the corresponding ticket requirements as laid out in the related Terms and Conditions documents (see Raffle Licence Terms and Conditions section 4. Ticket Requirements and Break Open Ticket Terms and Conditions section 3. Ticket Requirements)
4.4 The licensee must only sell BOT+ offering tickets that are approved by the Registrar.
5. Ticket Sales
5.1 BOT+ offering tickets must be sold only in locations approved on the licence and outlined in the Rules of Play.
5.2 To amend the approved list of ticket sales locations, the licensee must submit an amendment request to the AGCO.
5.3 BOT+ offering tickets cannot be divided for the purpose of selling the individual game components as standalone charitable lottery tickets or playing the individual game components as standalone games.
5.4 The licensee may not carry over partially sold deals of BOT+ tickets from one licence period to the next.
5.5 BOT+ offerings with a Seal Card BOT game component may be sold over the course of the BOT+ offering sale period and are not limited to one operating day.
6. Prizes
6.1 Verification of the prize winner(s) for the following BOT+ game components must occur in-person by a bona fide, active member on behalf of the licensee:
- Seal Card BOT
- Stub raffle
- 50/50 raffle
6.2 The retail market value of the total prize(s) to be awarded for each raffle game component must not be less than 20% of the combined value of that game component based on all tickets issued for the deal.
6.3 The retail market value of the total prize(s) to be awarded for each BOT game component must fall between 50-70% of the combined value assigned to that game for all tickets issued.
7. Advertising
7.1 Text advertisements must clearly state:
- the name of the licensee;
- the licence number(s) issued;
- the location, date and time at which all draws and/or reveals are to be held,;
- a description of the prizes to be awarded, including their value;
- the total number of tickets to be printed and the price of the ticket.
7.2 Audiovisual advertisements must provide, at a minimum, the name of the licensee and the licence number(s) issued.
8. Proceeds and Expenses
8.1 Proceeds and expenses are calculated based on the proportionate value each individual game component of the BOT+ offering is assigned, subject to the expense maximums set out in the appropriate terms and conditions for each game type.
9. Banking and Financial
9.1 If the total value of all fixed prizes for a BOT+ offering equals $10,000 or more, security must be provided in the form of an irrevocable standby letter of credit drawn on a Canadian chartered bank, payable to the licensing authority and which expires no sooner than 45 days after the last day of the BOT+ offering as specified on the licence.
10. Reporting
10.1 The licensee must comply with the reporting requirements separately for each game component on the BOT+ ticket as set out in the corresponding terms and conditions.
10.2 Distribution of prizes, including those which may not have been awarded, must be included within the BOT+ offering wrap-up report.
