Bingo hall charity associations may apply for a bingo hall charity association licence on behalf of their member organizations. Hall charity association administrators need to submit the application for this type of licence. They are also responsible for all reporting.

In pooling bingo halls, money collected from licensed charitable gaming events (such as bingo, break open ticket lotteries and raffles) are pooled and distributed to the licensees and the bingo hall operator based on the bingo revenue model. The bingo revenue model applies to all pooling bingo halls.

You need a “charitable gaming eligibility” (CGE) number to apply for a bingo hall charity association licence.

There is no fee for a bingo hall charity association licence. 

To submit the application, please have the following items ready:

• signed declarations and signature page of the charitable gaming application for each member organization (there’s a sample form in iAGCO)
• charitable gaming event spreadsheet, which includes municipal authorization numbers
  • the list of the hall charity association's member organizations, their municipal licence numbers, and the dates and times of each event (please use the sample form in iAGCO)
• house rules for the bingo hall or the hall charity association
• rules of play, which should include:
  • a description of how each game is played
  • prize value for each game
  • quantity and price of fixed prize raffle tickets to be sold, if applicable
  • methods for determining winners
  • methods for ending a game that doesn’t go as planned
  • if there is a progressive prize, what the exit strategy is.
• game schedule, which must include:
  • start and end times for each regular bingo event, as well as any events held with it
  • price of bingo paper (if applicable)
  • winning arrangement of numbers and prize payouts for each game
• completed and signed signature of principals form, with signatures of two principal officers (please use the sample form provided in iAGCO)

If you’re applying for the first time you need to set up an iAGCO account:

1. Go to the iAGCO online portal.
2. Click on Create a New Account at the top of the page.
3. Complete all the details on the screen.  
4. Confirm your account registration through the confirmation email iAGCO sends you.
5. Make sure the mailing address you have given to AGCO is up to date.

When you have an iAGCO account set up:

1. Log in to your iAGCO account.
2. Click on the link to Start a New Application under New Applications.
3. Select Gaming Registrations on the New Application screen. Choose Bingo Hall Charity Association Licence as the type of application on the following screen.
4. Go through all the screens. Answer all the questions. Submit the documents the application asks for.
