Suppliers of Electronic Raffle Solutions

Overview

In order to manufacture gaming equipment, bingo paper or break open tickets or to provide gaming-related services or equipment for charitable gaming events, you must be registered with the AGCO.

Types of registrations

For the purposes of fees, there are two categories of Gaming-Related Suppliers (that apply to casinos). Applicants are required to pay the fee corresponding to the type of goods and services they provide.

  • Manufacturers
    This category covers suppliers who manufacture gaming equipment for use in gaming sites in Ontario. This includes, among other things, manufacturers of gaming products and equipment such as bingo paper, break open tickets, instant lottery tickets, slot machines, electronic table games, bill validators, personal bingo verifiers and bingo blowers. The fee applicable to this category of gaming-related supplier is $15,000 per year.
  • Services suppliers
    This category covers suppliers who provide gaming-related services to gaming sites, break open ticket locations or charitable organizations that conduct and manage lotteries. This includes, among other things, suppliers that coordinate and/or facilitate lottery schemes on behalf of charitable or religious organizations and/or supply and distribute gaming-related equipment to gaming sites or break open ticket locations. The fee applicable to this category of gaming-related supplier is $3,000 per year.

Suppliers of Electronic Raffle Solutions


Step 1: register as a gaming-related supplier

All suppliers interested in supplying solutions for electronic raffles must be registered by the AGCO. See the section above for details on how to apply as a gaming-related supplier. 

Step 2: get your solution assessed by AGCO

The electronic raffle solution(s) you provide must also be assessed and approved by the AGCO.

The assessment process is comprised of risk-based, laboratory testing against the AGCO’s Electronic Raffle Systems Minimum Technical Standards, and other risks that may not be covered by the standards.

It may also involve a field assessment, depending on how the solution is implemented. Please note, IT security assessments of a production system are always required. The assessment process typically takes two to three months until a field-trial approval is granted. Early consultations with the AGCO Gaming Lab allow for effective planning of the deployment of a new ERS solution in Ontario, and aids in efficient approvals.

AGCO submission and training requirements

There are specific requirements for technical documentation, training and ERS test environments. The purpose of these requirements is to support the assessment process. At the time of submission, the ERS solution must be available with production configurations, along with the hands-on training for testing in the AGCO Gaming Lab.

Raffle suppliers are encouraged to contact the AGCO Gaming Lab Manager at: AGCO-cGaming-Lottery-Lab@agco.ca to apply for solution approval.

Non-compliance with the submission and training requirements may result in delays in approval. 

Once a solution is approved by the AGCO

Approved registered electronic raffle suppliers and solutions are published to the List of Electronic Raffle Suppliers and Solutions.

Suppliers are required to notify the AGCO of any issues in accordance with the Electronic Raffle Notification Matrix.
