Information Bulletin: Updates to the Registrar's Standards for Gaming: Lottery Sector to enable self-serve terminals in casinos

The AGCO amended the Lottery Standards to adapt the surveillance and security requirements for self-serve lottery terminals on gaming floors at casinos to reflect the distinctions between retail and casino environments.

The Alcohol and Gaming Commission of Ontario (AGCO) updated the Registrar’s Standards for Gaming: Lottery Sector (the Lottery Standards).  

The AGCO amended two requirements in the Lottery Standards which will allow the Ontario Lottery and Gaming Corporation (OLG) to put self-serve lottery terminals on gaming floors at casinos without being subject to the existing line of sight requirements. Casinos have a high degree of control and surveillance in place and must meet other regulatory requirements under the Registrar’s Standards for Gaming. The affected requirements are not necessary in casinos given this high degree of control and surveillance but remain in place for other lottery retailers to help minimize the risk of unauthorized access to self-serve lottery terminals.  

The AGCO also amended the definition section for added clarity.  

The amended standards outlined below are effective as of today, April 1, 2025.

What is changing

The AGCO updated requirements 1 and 4 under section 3.2.2 of the Lottery Standards:  

3.2.2    The Operator of a gaming site with a self-serve lottery terminal and Sellers working in a gaming site with a self-serve lottery terminal shall not permit individuals described in 3.2 to play a lottery scheme.

Requirements – At a minimum:

  1. The Operator shall ensure that the self-serve lottery terminal is installed within a direct line of sight of the Seller and Sellers’ employees of the premises. This requirement does not apply to self-serve lottery terminals installed in casinos.  
  2. The Operator shall develop responsible gambling policies, procedures and training, including about prohibiting access to designated groups.
  3. The Operator shall ensure that its responsible gambling policies, procedures, and training in Requirement 2 are available to a Seller and a Seller’s employees, kept up to date and relevant, and that a Seller complies with them.
  4. A Seller with a self-serve lottery terminal shall effectively monitor, in-person, all player activity and transactions. This requirement does not apply to self-serve lottery terminals installed in casinos.
  5. The Operator shall ensure that a self-serve lottery terminal is equipped with a disablement mechanism.
  6. The Seller shall use the disablement mechanism where an ineligible person attempts to access the self-serve lottery terminal.

The AGCO added reference to the Registrar’s Standards for Gaming for the definitions of “casino”, “igaming” and “cGaming/ cGaming site”:  

  • Casino is defined to mean Casino as defined by the Registrar’s Standards for Gaming.
  • cGaming or cGaming site is defined to mean cGaming or cGaming site as defined by the Registrar’s Standards for Gaming,
  • igaming is defined to mean igaming as defined by the Registrar’s Standards for Internet Gaming.
