Charitable Lottery Licensing Update: Youth & Amateur Sport Eligibility

The AGCO is revising the age requirement for eligible youth amateur sport organizations who wish to apply for a charitable lottery licence.

What is Changing

Previously, teams in youth amateur sports organizations were required to have a majority of players under the age of 18 years.

As of October 7, 2024, AGCO is amending this policy to require that 100% of players must be 21 years of age and under at the start of the sporting season.

All other existing eligibility requirements—including the requirements that the relevant sports association must submit the application for a lottery license on behalf of a team, and that the organization or club is not a for-profit organization—have been maintained.

This change provides greater flexibility and clarity for youth amateur sports organizations regarding their eligibility for charitable lottery licensing and aligns the AGCO’s eligibility policies with the varying ages of players in youth amateur sport teams in Ontario.

LLPM Updates

Several amendments to the Lottery Licensing Policy Manual (LLPM) have been made in the following areas as a result of this update:

  • 2.7.4(c)(i) Eligibility Guidelines for Amateur Sports Organizations
  • 2.7.4(c)(ii) Eligible Youth Amateur Sports Organizations
  • 2.7.4(c)(iv) Eligible Adult Amateur Sports Organizations Representing Ontario and Canada
  • 2.7.4(c)(vii) Eligible Uses of Lottery Proceeds for Travel Costs by Amateur Sports Associations
