As of October 26, 2020, organizations seeking charitable gaming licences from the AGCO or with active AGCO charitable gaming licences must conduct all their AGCO-related transactions online through the iAGCO web-based portal.

iAGCO Submission Guides
1. Access Codes
Before Creating Your Account: One-Time Access Codes (for Returning Licensees Only)
Organizations that have an active or expired AGCO charitable gaming licence will need to obtain a one-time access code to link their iAGCO account to information already on file with the AGCO.
Please call AGCO Customer Service at 416-326-8700 or 1-800-522-2876 Monday to Friday from 8:30 a.m. to 5 p.m. ET to obtain your access code before creating your account. Be prepared to provide information to the Customer Service Agent to verify your identity, such as full name and address of the legal entity you are applying on behalf of.
You can then create an iAGCO account and use the access code to link your new account to your organization’s information already on file with the AGCO.
Note:
Access codes and Charitable Gaming Eligibility (CGE) numbers are only required for licensees applying to the AGCO for a charitable gaming licence. Organizations that are applying for a licence from the AGCO but have held, or currently hold, charitable gaming licences issued by a municipality or First Nation, and have never held an AGCO charitable gaming licence, do not need a one-time access code.
How to create an iAGCO account
To access iAGCO online services, you will need to create an account. Follow these steps.
- Go to iAGCO at www.agco.ca/iAGCO and click Create a New Account
- You can also access the iAGCO homepage from www.agco.ca by clicking on the iAGCO Online Services button
- You will need to:
- Provide a valid email address, your first and last name and a valid telephone number
- Create a password and select/provide an answer to a security question to confirm your identity
- Enter your one-time access code (if applicable) to link your newly created iAGCO account to your information already on file with the AGCO
- Once you have created your iAGCO account, instructions to activate your account will be sent to the email address provided.
2. Charitable Gaming Eligibility Number
Before a charity or non-profit organization can apply for most Charitable Gaming Lottery Licence types with the AGCO, they must complete, submit and be issued a CGE number.
A CGE application determines whether an organization is eligible for lottery licensing with the AGCO.
Once the AGCO has reviewed your application and confirmed your eligibility, you will receive a CGE number. The CGE number replaces your Group Identification Number (GIN).
Charities, non-profit organizations and service clubs require a CGE number to apply for a variety of lottery licences. A CGE number may have already been issued if your organization has undergone assessment for eligibility and is currently licensed or has been licensed by the AGCO. In these circumstances, an application for a CGE number is not required.
If you have a CGE number, you can find it while logged into your iAGCO account by navigating to “My Approved Licences / Permits/ Authorizations/ Registrations” on the main menu.
Note: Some Charitable Gaming Lottery Licences, such as Fairs and Exhibitions, Bingo Hall Charity Associations and United Way/Federated Health Fundraisers do not require a CGE number. To learn more, watch the AGCO’s Charitable Gaming Eligibility video.
How to Apply for a CGE Number
To get started on applying for CGE number, log into your iAGCO account. If you do not have an iAGCO account, view the How to create an iAGCO account section near the top of this webpage.
Once you are logged into your iAGCO account:
- Select Start a New Application
- Select Charitable Gaming Lottery Licences and click Next to proceed
- From the drop-down menu, select Charitable Gaming Eligibility and click Next to proceed
- Follow the prompts to complete your Charitable Gaming Eligibility application
You can save a draft of your application and return to it at any time under the My Drafts section of your iAGCO account’s Main Menu page. Please take note of your file number in case you need to contact Customer Service for support.
3. Fees and Payment
Where fees are required, they must be submitted in iAGCO with your:
- Charitable gaming licence application
- Post-Event Report Regulatory Submission
For applicable fees, see the AGCO Charitable Gaming Fees page.
When using online services, all payments up to $30,000 must be made by Visa, MasterCard, Visa Debit, MasterCard Debit or pre-paid Visa or MasterCard.
Payments of $30,000 or more must be made by money wire transfer or electronic funds transfer. Please note that cheques, cash and money orders are not accepted.
Most fees must be submitted at the time of application.
4. Post-Event Report Regulatory Submission
As a Charitable Gaming Licensee, you are required to submit a Post-Event Report Regulatory Submission online through your iAGCO account within the time limit specified in the terms and conditions of your licence.
When making a Post-Event Report Regulatory Submission, you may be required to:
- Upload supporting documentation
- Provide annual financial reports
- Answer additional questions
- Pay fees calculated based on the event results you provided.
To make a Post-Event Regulatory Submission:
- Log into your iAGCO account to view Main Menu options
- On the Main Menu, under Additional Options select Submit Regulatory Submissions and Notifications
- Select the report you are submitting and follow the prompts to complete the submission.
NOTE: If you made a mistake in your Post-Event Report Regulatory Submission, you can resubmit it by completing a new one and selecting yes when asked if this is a correction to a previously submitted report. Additional fees may be applied to resubmitted reports as a result of updated information.

5. Requesting Changes in iAGCO
To make a change to your charitable gaming licence, you must submit a change request through a Change Application in iAGCO.
To do so, in iAGCO under Existing Licences/Permits/Authorizations/Registrations:
- Click on the link to Request a Change
- Select your licence/registration type from the drop-down list
- Select the type of change
- Proceed through all screens, answer each question, provide any required documentation and complete the amendment request.
As a charitable gaming licensee, you are required to inform the AGCO if your contact or application information changes, such as changes to the rules of play for specific events/games or event location.
6. Completing Forms and Uploading Documents
When completing a submission, you may encounter a screen in iAGCO called Documents to Attach. Depending on the type of submission, you may have to upload documents before you can complete your submission. Any mandatory documents are labelled as Required Document.
For some document types, you must use the sample form provided. To use the sample, select Open to download a fillable PDF that you can complete and sign electronically or print, then complete by hand and upload a scan or a photo of it.
You also have the option to upload any supplementary document(s) that would help the AGCO complete its review of your application.
How to Upload Documents
Once you have either completed the form provided or collected the document(s) you need on your device, you can proceed to upload them to iAGCO.
TIP: iAGCO permits most commonly used file types to be uploaded (bmp, csv, doc, docx, gif, jpeg, jpg, msg, pdf, png, xls, xlsx). Each document can be up to 20 MB in size. Note that documents should be complete and legible to minimize delays in the AGCO’s review of your submission.
Under Uploaded Documents, click Upload File.
Click Browse to search your device for the file you wish to upload (i.e. your completed form or saved document).
TIP: Be sure to first save your document(s) somewhere on your device, such as a documents folder or on your desktop.
Click Upload. After a moment, your document will appear in the Uploaded Documents section.
Next, you must identify the document’s type by choosing from the list. Then click Next.
Repeat this process for each document you wish to upload. You can also remove any document uploaded in error.
TIP: If you need time to prepare the documents required, you can click Save Draft to save the information without submitting it. You can then return to it by selecting it under My Drafts on the Main Menu.
If Documents Need to Be Added or Changed After Submitting
Once your application is submitted, you can still add documents to your submission by going to the Main Menu and selecting Provide Additional Information under My Applications Under Review.
If, during the AGCO’s review, it is determined that documents must be added or changed, you will receive an email detailing the request. You will then log into your iAGCO account, and under the Main Menu you will see Additional Information Requested.
Click the File # then follow the prompts to submit the information or document requested.
To avoid unnecessary delays, please ensure that your documents are complete and legible.
7. After Your Application has been Submitted
Once you have submitted your CGE application, you will receive an email with a copy of your application summary confirming that the application has been received.
As your application is being processed, you can provide additional information or withdraw your application under the My Applications Under Review section on the Main Menu page. You may also be contacted by a licensing officer requesting additional information, if needed.
Once your application has been approved you will receive an email confirmation containing your certificate. The certificate is also available to download as a PDF on the Main Menu page.
