The Registrar of Alcohol, Gaming and Racing is appointed under the Alcohol and Gaming Regulation and Public Protection Act, 1996 and has powers and duties under the Gaming Control Act, 1992 and its Regulations. Under section 3.8 of the Gaming Control Act, 1992, the Registrar is authorized to establish standards and requirements for the conduct, management and operation of Gaming Sites, lottery schemes or businesses related to
a Gaming Site or a lottery scheme or for goods or services related to that conduct, management or operation. The Registrar has established these standards as the Minimum Technical Standards that Electronic cGaming Systems must comply with in regards to their technical integrity, security, accounting capability, and the public
interest, as applicable to a specific electronic solution. In addition to the systems, other cGaming Equipment, such as Bingo blower may also be assessed against applicable standards. cGaming products covered by these Standards include, but are not limited to: electronic Bingo Card and Ticket Games.
The Registrar may decide to approve, with limited review, cGaming System, as the case may be, if it has been approved in another jurisdiction where gaming is legal and the jurisdiction has similar standards.
Electronic cGaming Systems are comprised of Backend System and Player Terminal components. These Standards reflect typical system architecture and Game processes. The Player Terminals, as integral part of systems may vary in complexity from dummy terminals (e.g. Bingo Terminals) to sophisticated terminals with control logic, memory and embedded devices (e.g. Ticket Dispensers). These Standards are written with the intent to cover this spread, regardless of where a specific requirement is met, at the Player Terminal or Backend System.
These revised Minimum Technical Standards will become effective immediately upon release, with the previous version of the Standards becoming obsolete on December 19, 2018. Suppliers may seek a temporary waiver if their Electronic cGaming Systems submitted for approval after December 19, 2018 are in compliance with the previous version of the Standards.
From time to time, as necessary, modifications will be made to these Minimum Technical Standards.
Suppliers and Operators of Electronic cGaming Systems must comply with these Minimum Technical Standards.
