The AGCO is pleased to release the finalized Registrar’s Standards for Internet Gaming (Standards). These Standards are a key part of the regulatory framework and will come into force when the regulated Internet Gaming (igaming) market is launched in Ontario.
The AGCO is releasing the Standards before they come into force to allow igaming Operators and Gaming-Related Suppliers to prepare in advance of the launch of their igaming products in the regulated market.

These Standards were the subject of an engagement process through the month of April 2021 and have been refined based on feedback and input collected from stakeholders through that process.

Background
In preparation for the opening of the new competitive igaming market, the AGCO reviewed the existing Registrar’s Standards for Gaming to create an updated set of standards specifically for igaming. These Standards are designed to be aligned with the key objectives of the igaming model: consumer choice; consumer protection; legal market growth and provincial returns; and reduced red tape.
The Standards were drafted to ensure that igaming is regulated in accordance with the principles of honesty, integrity, and in the public interest.
To whom will the Registrar’s Standards for Internet Gaming apply?
- Standards and Requirements established by the Registrar will apply to the Ontario Lottery and Gaming Corporation (OLG) with respect to its internet gaming site (OLG.ca), iGaming Ontario, and to all registered igaming Operators who wish to operate in Ontario. Additionally, certain Standards will apply to registered Gaming-Related Suppliers.
- Please note that these Standards are not the only obligations that igaming Operators and Gaming-Related Suppliers will need to meet in order to launch their products in the regulated market. Registrants will have obligations under the Gaming Control Act, 1992 and its regulation (Ontario Regulation 78/12). Operators in the new Internet Gaming market will also have commercial obligations that will be set out in contracts with iGaming Ontario.
Next steps
- The AGCO will be releasing final details on the registration process and compliance obligations for the competitive igaming market in the near future, informed by recently-completed stakeholder consultations.
- The AGCO is also working to develop Standards specific to sport and event wagering. The AGCO will soon be engaging with stakeholders to seek input on issues that are unique to the regulation of sport and event wagering.
