To open a cannabis retail store, you must first have a Retail Operator Licence. Find information about what you need for a Retail Operator Licence.

Overview

Holders of a Retail Operator Licence are responsible for meeting all Standards. 

To operate a cannabis retail store in Ontario:

  1. you must qualify for a Retail Operator Licence
  2. once licensed, your proposed physical store(s) must qualify for a retail store authorization
  3. you (or your store manager) must get a Retail Manager Licence
