The Lottery Licensing Policy Manual (LLPM) is intended to assist licensing authorities in making consistent decisions with respect to the issuance of lottery licences. The manual is a key instrument for communicating changes in the regulatory framework of the charitable gaming industry and provides an outline of the legal and policy framework and administrative procedures for lottery licensing purposes. The LLPM, Order in Council 208/2024, and Lottery Licence Terms and Conditions are part of the charity gaming regulatory framework which flows from the Criminal Code.
An update to the LLPM was issued on April 18, 2019 aimed at providing greater flexibility for charities and easing administrative burden. For more information see Changes to the LLPM and related documents, April 2019.
An update to the LLPM was issued on February 28, 2023 to support the use of proceeds policies regarding service club (including Royal Canadian Legions and similar veteran’s services organizations,) general operating and maintenance costs. For more information see the Increase to Percentage of Lottery Proceeds that Service Clubs Can Use for Operating Costs Information Bulletin.
