Moving Ahead: Horse Racing Regulation in Ontario

INFORMATION BULLETIN No. 50

October 10, 2017 –The Alcohol and Gaming Commission of Ontario (AGCO) is pleased to release its Summary Report of the work performed by the Officiating Working Group over the last four months.

As part of the ‘Moving Ahead: Horse Racing Regulation in Ontario’ project and in response to industry feedback as outlined in the Findings Report released in February of this year, the AGCO established an Officiating Working Group this spring, to discuss aspects of AGCO officiating practices and to provide the AGCO with advice on potential reforms.

In particular, the group was mandated to review and provide advice on the following topics, incorporating to the extent possible, the needs and best interests of the industry as a whole:

  • Enhancing transparency of officiating through improved communication between AGCO Race Officials, racing participants and the betting public;
  • Enhancing consistency as it relates to infraction reviews, where possible and necessary, for in-race violations;
  • Provide input on the AGCO‘s ongoing consistency and transparency-enhancing initiatives  including the repurposing of the Central Adjudication Room (CAR), officiating recruitment and training, drone and further video review pilots, and the Race Report and Twitter pilot initiative.

The report released today presents the working group recommendations that stem from the issues and ideas that were brought forward throughout the four-month engagement process as well as the AGCO’s plan for the implementation of the recommendations.

The AGCO is committed to enhancing the fairness, integrity and safety of horse racing in Ontario, while at the same time enhancing public confidence, reducing administrative burdens, and modernizing horse racing regulation.
