Progressive Bingo Game Licence Terms and Conditions
Definitions
bingo means a lottery scheme where consideration is given for a chance to win a cash prize or prizes by being the first to complete a specified arrangement of numbers on bingo paper from numbers selected at random.
bingo hall means a charitable gaming site where a charitable organization conducts and manages a lottery scheme under the authority of a licence issued by a municipality or by the Registrar.
bingo paper means a device of pre-printed numbers on disposable paper, cards or books or reusable hardboard or plastic cards.
bona fide member means a member of the licensee in good standing, who has activities within the organization beyond conducting lottery events. “Members of convenience” whose only activity is to assist with the Progressive Bingo or Regular Bingo game are not considered to be bona fide members.
books and records means documents outlining financial details of lottery events and includes, but is not limited to, ledgers, sub ledgers, cheque books, cheque stubs, deposit books, deposit slips, bank statements, cancelled cheques, receipts, invoices and control sheets.
charitable gaming site means a gaming site where a charitable organization conducts and manages a lottery scheme under the authority of a licence issued by a municipality or by the Registrar.
gaming site means premises or an electronic channel maintained for the purpose of playing or operating a lottery scheme.
Hall Charities Association (HCA) means an association formed by all the licensees conducting bingo and other lotteries within a charitable gaming site.
licensee means a charitable organization to which a licence is issued to conduct a lottery under Section 207 of the Criminal Code of Canada and includes a Hall Charities Association.
licensing authority means a person or authority specified by Lieutenant Governor in Council as a licensing authority for purposes of section 207 of the Criminal Code of Canada.
Operator means a person who operates a gaming site.
Progressive Bingo game means a separately licensed bingo game held in conjunction with a Regular Bingo event. If the progressive prize is not won at one event, it is added to the amount of the prize to be awarded at the next Progressive Bingo game played in the bingo hall. The progressive prize is allowed to increase at each successive event until the specified limit is reached or until the progressive game is won.
Registrar means the Registrar of Alcohol and Gaming.
In addition to the terms and conditions set out herein, any Progressive Bingo game licence issued is subject to the Regular and Special Bingo Licence Terms and Conditions and may be subject to audit and investigation by a licensing authority. A breach of any term and condition can result in the cancellation or suspension of the licence or in prosecution.
It is a condition of each licence that:
(1) General
1.1 The licensee is responsible and accountable for the overall management and conduct of the Progressive Bingo game.
1.2 Each Progressive Bingo game licence must be conducted and managed:
- by a Hall Charities Association where the Progressive Bingo is being conducted in a bingo hall or in a premises exempt from registration as defined under the Gaming Control Act, 1992 and Regulations; or,
- by the licensee conducting the Regular Bingo event in all other cases.
1.3 All Progressive Bingo games must be operated in accordance with the Rules of Play attached to and forming part of these terms and conditions.
(2) Hall Charities Association
2.1 The Hall Charities Association must designate at least two (2) bona fide, active members of the association to be in charge of and responsible for the conduct and management of each Progressive Bingo game licence on behalf of the association. The association is responsible for:
- administering the Progressive Bingo game licence;
- opening and maintaining a separate designated Progressive Bingo game lottery account designated as a “trust account” by the bank or other financial institution to administer the Progressive Bingo game;
- designating persons to be in charge of each Progressive Bingo game on behalf of the Hall Charities Association;
- providing and arranging for provision of services by its member organizations with respect to the operation of the Progressive Bingo game and administering the disbursements of monies derived from this game to its member organizations;
- completing and filing the required financial report on the results of the event;
- ensuring that proceeds raised are periodically distributed to all member organizations participating in the Hall Charities Association;
- keeping all required records and administering the Progressive Bingo trust account.
(3) Conduct and management
3.1 Progressive Bingo games must be conducted and managed in conjunction with the Regular Bingo event and must be operated by:
- a member organization of a Hall Charities Association licensed to conduct a Progressive Bingo game which is also conducting the Regular Bingo event, or;
- the licensee, which is conducting the Regular Bingo event in a bingo hall where there is no Hall Charities Association.
3.2 The two (2) designated bona fide, active members in charge of and responsible for the conduct of the Progressive Bingo game may be those that are designated to be in charge of and responsible for the conduct of the Regular Bingo event.
(4) Bingo paper sales
4.1 The licensee must sell Progressive Bingo game paper for the price approved on the application for licence.
(5) Advertising
5.1 Advertising and promotional costs incurred by the licensee must not exceed two (2) per cent of the actual prizes awarded for all Progressive Bingo game events. The advertising of Progressive Bingo games is subject to Regular and Special Bingo Licence Terms and Conditions.
(6) Prizes
6.1 The prize for each Progressive Bingo game must be awarded to the person or persons achieving a bingo in accordance with the Rules of Play attached to and forming part of these terms and conditions.
6.2 At any session where the Progressive Bingo game prize is not won within the designated number of calls, the Progressive Bingo game prize will be added to the next licensed Progressive Bingo event up to the maximum set out in the Rules of Play.
6.3 At any session where the Progressive Bingo game prize is not won within the designated number of calls, the consolation prize will be awarded to the person or persons first achieving the winning combination of numbers.
6.4 The consolation prize must be calculated in accordance with the Rules of Play.
(7) Proceeds and expenses
7.1 All prizes and expenses incurred as a result of conducting and managing the Progressive Bingo game must be deducted and paid out from the gross receipts derived from the Progressive Bingo game.
7.2 The Hall Charities Association may retain a maximum of one (1) per cent of the gross receipts to pay for administrative costs associated with the Progressive Bingo game. Any administrative costs for this event must be paid from the proceeds retained by the association. No part of the allowed administrative costs shall be paid to the bingo hall Operator or the association officers/directors. Any portion of the one (1) per cent not spent on administrative costs must be disbursed to the member organizations of the association to be used for charitable purposes approved on each member’s bingo application for licence.
7.3 The licensee must not use monies from any other source to pay for expenses related to the Progressive Bingo game.
7.4 Expenses must be reasonable and directly related to the conduct of the Progressive Bingo game.
(8) American currency
8.1 American currency may be accepted as payment for Progressive Bingo game paper only by licensees permitted to accept American currency for their Regular Bingo events, as per the Regular and Special Bingo Licence Terms and Conditions.
(9) Books and records
9.1 The licensee must maintain detailed records of the disbursement of all proceeds related to the conduct and management of the Progressive Bingo game and of all monies received by the licensee that were derived from the conduct and management of the Progressive Bingo game as per the Regular and Special Bingo Licence Terms and Conditions.
(10) Banking and Financial
10.1 The licensee must follow the banking and financial procedures as set out in the Regular and Special Bingo Licence Terms and Conditions.
(11) Reporting requirements
11.1 The licensee must provide the licensing authority with a financial report outlining the results of the Progressive Bingo game event on the prescribed form. Copies of all deposit slips related to the events, verified and stamped by the bank, must accompany the financial report.
11.2 The financial report must be filed by the 15th day of each month outlining the financial details of the Progressive Bingo game events for the previous month. The licensing authority may request additional information or documents including invoices or receipts for each cost or expense incurred.
PROGRESSIVE BINGO GAME Rules of Play “D”
PROGRESSIVE BINGO GAME Rules of Play “D”—Two $5,000 “Progressive Style” Games
1. A Progressive Bingo Game prize shall be awarded to the first person or persons achieving the winning combination of numbers within the designated number of calls.
2. The designated number of calls shall be set at 50 numbers.
3. When the Progressive Bingo Game prize is not won within the designated number of calls, the Progressive Bingo Game prize shall be carried over to the next licensed Progressive Bingo Game event.
4. This Progressive Bingo Game prize shall be calculated at 33.33% of gross revenue derived from Progressive Bingo Game paper sales and shall increase by 33.33% of gross revenue from Progressive Bingo Game paper sales until the maximum prize of $5,000 is achieved.
- The consolation game prize shall be calculated at 33.34% of gross revenue
- The remaining 33.33% of gross revenue shall be deposited into the Progressive Bingo Game Trust Account.
5. When the Progressive Bingo Game prize has reached $5,000 the gross revenues shall be divided equally (50/50) between the Progressive Bingo game consolation prize and the Progressive Bingo Game Trust Account.
6. When the Progressive Bingo Game prize is not won within the designated number of calls, the consolation prize shall be awarded to the first person or persons completing the winning combination of numbers. The consolation prize shall continue to be played for even if the Progressive Bingo game prize is won.
7. A “Must Go” game shall be played twice a month on the date and the session specified on the licence even if the $5,000 Progressive Bingo Game prize has previously been awarded. It is possible that the designated number of calls may exceed 50 numbers at the “Must Go” game. The date and the session of the “Must Go” game shall be displayed in the bingo hall.
8. Prize amounts shall be announced prior to the commencement of each Progressive Bingo Game.
9. Pre-Called Numbers
Pre-calling of numbers for the Progressive Bingo Game is permitted, during the period of the licence providing the following is met, and communicated to the bingo participants:
- The concept of buy-backs will not be acceptable and only the sealed Bingo Cards will be used.
- The maximum allowable pre-called numbers should not exceed 24 per session.
- An estimated prize amount will be displayed close to the stage area prior to the pre-calling of numbers and will be announced regardless of the number of customers in the auditorium. Immediately prior to the remaining numbers being called, the actual prizes will be announced to the customers present.
- There will be no discounting of books.
- No Line Prize will be offered.
- A separate indicator board must be used to display pre-called numbers.
PROGRESSIVE BINGO GAME: Rules of Play “B”
PROGRESSIVE BINGO GAME: Rules of Play “B”—$10,000 “Progressive style” game
1. A Progressive Bingo Game prize shall be awarded to the first person or persons achieving the winning combination of numbers within the designated number of calls.
2. The designated number of calls shall be set at 50 numbers.
3. When the Progressive Bingo Game prize is not won within the designated number of calls, the Progressive Bingo Game prize shall be carried over to the next licensed Progressive Bingo Game event.
4. This Progressive Bingo Game prize shall be calculated at 33.33% of gross revenue derived from Progressive Bingo Game paper sales and shall increase by 33.33% of gross revenues from Progressive Bingo Game paper sales until the maximum prize of $10,000 is achieved.
- The consolation game prize shall be calculated at 33.34% of gross revenue (Note: No Line Prize if pre-calling numbers)
- The remaining 33.33% of gross revenue shall be deposited into the Progressive Bingo Game Trust Account.
5. When the Progressive Bingo Game prize has reached $10,000 the gross revenues shall be divided equally (50/50) between the Progressive Bingo Game consolation prize and the Progressive Bingo Game Trust Account.
6. When the Progressive Bingo Game prize is not won within the designated number of calls, the consolation prize shall be awarded to the first person or persons completing the winning combination of numbers. The consolation prize shall continue to be played for even if the Progressive Bingo Game prize is won.
7.
a) A “Must Go” game shall be played once a month on the date and the session specified on the licence even if the $10,000 Progressive Bingo Game prize has previously been awarded. It is possible that the designated number of calls may exceed 50 numbers at the “Must Go” game. The date and the session of the “Must Go” game shall be displayed in the bingo hall;
or
b) Once the prize has reached the $10,000 maximum, then the following day the designated number of calls will increase by one each day until the Jackpot prize is won.Once the prize has reached the $10,000 maximum, then the following day the designated number of calls will increase by one each day until the Jackpot prize is won.
8. Prize amounts shall be announced prior to the commencement of each Progressive Bingo Game.
9. Pre-Called Numbers
Pre-calling of numbers for the Progressive Bingo Game is permitted, during the period of the licence providing the following is met, and communicated to the bingo participants:
- The concept of buy-backs will not be acceptable and only the sealed Bingo Cards will be used.
- The maximum allowable pre-called numbers should not exceed 24 per session.
- An estimated prize amount will be displayed close to the stage area prior to the pre-calling of numbers and will be announced regardless of the number of customers in the auditorium. Immediately prior to the remaining numbers being called, the actual prizes will be announced to the customers present.
- There will be no discounting of books.
- No Line Prize will be offered.
- A separate indicator board must be used to display pre-called numbers.
PROGRESSIVE BINGO GAME: Rules of Play “C”
PROGRESSIVE BINGO GAME: Rules of Play “C”—$5,000 “Progressive style” game
1. A Progressive Bingo Game prize shall be awarded to the first person or persons achieving the winning combination of numbers within the designated number of calls.
2. The designated number of calls shall be set at 50 numbers.
3. When the Progressive Bingo Game prize is not won within the designated number of calls, the Progressive Bingo Game prize shall be carried over to the next licensed Progressive Bingo Game event.
4.This Progressive Bingo Game prize shall be calculated at 33.33% of gross revenue derived from Progressive Bingo Game paper sales and shall increase by 33.33% of gross revenues from Progressive Bingo Game paper sales until the maximum prize of $5,000 is achieved.

Progressive BINGO Game: Rules of Play “A”
Progressive BINGO Game Rules of Play “A”—“Accumulator style” game
1. A Progressive Bingo Game Prize shall be awarded to the first person or persons, achieving the winning combination of numbers within the designated number of calls.
2. The licensee shall set the designated number of calls at a minimum of 48 and no higher than 52 numbers as set out on the licence.
3. Progressive Bingo Game and consolation prize amounts shall be announced prior to the commencement of the Progressive Bingo Game.
4. The Progressive Bingo Game Prize shall be set at a base amount of $1,000. This base amount shall increase by $50 at each successive Progressive Bingo Game event until won, or, until the prize reaches $15,000.
5. After the Progressive Bingo Game prize reaches $15,000, $10,000, $5000, the designated number of calls shall increase by one each time the Progressive Bingo Game prize increases by $2,000, $1000, $500 respectively. For example, if the number of calls is set at 48, when the Progressive Bingo Game Prize reaches $15,000, the number of calls will rise to 49. When the prize reaches $17,000, the number of calls will rise to 50, and so on. Unless the Progressive Bingo Game prize is won, it is possible that the maximum number of calls may exceed 52.
6. Where the Progressive Bingo Game Prize is not won within the designated number of calls, a consolation prize shall be awarded to the first person or persons completing the winning combination of numbers. The consolation prize formula shall be determined through one of the following methods:
- 50% of the gross revenues up to a maximum of $400; or,
- A fixed prize that does not exceed $400. (Note: No Line Prize if pre-calling numbers)
7. The consolation prize shall continue to be played even if the Progressive Bingo Game Prize is won.
8. Pre-Called Numbers
Pre-calling of numbers for the Progressive Bingo Game is permitted, during the period of the licence providing the following is met, and communicated to the bingo participants:
- The concept of buy-backs will not be acceptable and only the sealed Bingo Cards will be used.
